According to the Measures of the People's Republic of China on the Administration of the Origin of Import and Export Goods under the Free Trade Agreement between the Government of the People's Republic of China and the New Zealand Government (Order No. 175 of the General Administration of Customs), the Customs of the People's Republic of China, the Government of the People's Republic of China and Australia Measures for the Administration of Origin of Import and Export Goods under the Government Free Trade Agreement (Order No. 228 of the General Administration of Customs) and the Measures of the Customs of the People's Republic of China on the Administration of Origin of Imported Goods for Special Preferential Tariff Treatment for LDCs (General Administration of Customs) Order No. 231), if the Customs has made a ruling in advance to confirm that the origin of the goods meets the requirements of the above measures, the consignee of the imported goods or its agent (hereinafter referred to as the importer) may submit a declaration of origin to the Customs to apply for the applicable treaty rate or preferential tax rate. . The relevant matters are hereby announced as follows:

1. The importer may apply in accordance with the Interim Measures for the Administration of Customs Administrative Ruling of the People's Republic of China (Order No. 92 of the General Administration of Customs) or the Interim Measures for the Administration of Customs Pre-Calm of the People's Republic of China (Order No. 236 of the General Administration of Customs) The administrative decision of the place of origin or the pre-determination of origin. After the Customs has ruled that the goods have the New Zealand origin qualification under the China-New Zealand Free Trade Agreement and the Australian origin qualification under the China-Australia Free Trade Agreement, the exporter or producer of the relevant goods may issue their own declaration of origin. The format of origin declaration applies to the relevant regulations of the General Administration of Customs Order Nos. 175 and 228. If the Customs determines that the goods have the origin of the LDCs established diplomatic relations with China, the importer of the relevant goods may issue a declaration of origin in accordance with the provisions of the General Administration of Customs Order No. 231.

2. The serial number of the declaration of origin shall consist of the administrative ruling decision or the pre-arbitration decision number and the 5-digit serial number. This serial number cannot be reused.

For example, if the pre-arbitration decision number is Y11801000001, the origin declaration serial number can be compiled as Y1180100000100001.

3. The importer shall go through the customs declaration formalities in accordance with the relevant requirements of the General Administration of Customs Announcement No. 51 of 2016 and No. 67 of 2017.
